Representative Barr, of the Seventh District of Georgia, was first elected to the U.S. House of Representatives in 1994. He was a Central Intelligence Agency Analyst from 1971 to 1978, U.S. Attorney from the North Georgia District from 1986 to 1990, and Director of the Southeast Legal Foundation from 1990 to 1992.
