Representative Paul was first elected to the House of Representatives in 1976, when he won a special election to fill the open seat in the 22nd District of Texas. After being defeated in the 1976 general election, he won the seat back in 1978 and served until 1984. He was elected again in 1996 to his current seat as Representative from the 14th District of Texas.
