In 2013, the Texas Legislature passed a bill, known as Plan S172,that drew the State’s 31 Senate legislative districts in a way that made them relatively even in terms of their total population. Sue Evenwel, a resident of Titus County, Texas, and Edward Pfenninger of Montgomery County, Texas, live in two districts that, while equal in terms of overall population, have a higher number of eligible voters than others.
