I rise in opposition to H.R. 1595. Twenty-one states have legalized medicinal marijuana, and 10 states have legalized the recreational use of the drug. However, cannabis remains completely illegal in 19 states. Federal law defines this as a drug that has “a high potential for abuse; no currently accepted medical use in treatment in the United States; and a lack of accepted safety for use of the drug … under medical supervision.” That is the current federal law.
