On September 7, 2003, President George W. Bush announced to the Nation that he would send to Capitol Hill a request for $87 billion for military and reconstruction activities in Iraq and Afghanistan. Of that amount, $66 billion would be for military costs and $21 billion for reconstruction. Constituting the largest supplemental appropriations bill in U.S. history, the funding would pay for U.S. missions in the two countries through the end Fiscal Year 2004 (September 30,2004).
