Congressman Stark, of the Thirteenth Congressional District of California, was first elected to the US House of Representatives in 1972. He was the Founder and President of Security National Bank in Walnut Creek, California from 1963 to 1972. A senior member of the Ways and Means Committee, he was Chairman of its Health Subcommittee between 1985 and 1994 and is currently Ranking Minority Member on the Subcommittee.
