Once every 10 years, U.S. States engage in a process called redistricting, during which officeholders or government commissions redraw congressional and State legislative boundaries to reflect population information from the latest nationwide census. In 2011, Wisconsin Republicans, in control of the legislature and governorship, undertook the redistricting process and, using the sophisticated analytic software, crafted maps designed to maximize their party’s representation in the capital. This plan, passed by the State legislature as Act 43, gave Republican voters durable voting blocks in a majority of districts and consolidated Democratic voters in a smaller number of areas.
