From December 2010 to March 2011, a series of robberies took place at Radio Shack and T-Mobile stores in the Michigan and Ohio area. In April 2011, police investigating an incident in Detroit arrested four suspects, one of whom identified Timothy I. Carpenter as the ringleader of the criminal enterprise. Federal investigators seeking to gather evidence on Carpenter requested a judge-issued court order under the Stored Communications Act of 1986 (SCA) granting them access to cell-site location information (CSLI) on the suspect’s cellphone during the months the crimes took place.
