In September 2016, the League of Women Voters of North Carolina and a group of voters in the State filed a lawsuit asserting that the State’s congressional district map was an unconstitutional partisan gerrymander. The Federal district court subsequently consolidated their case with the earlier one filed by Common Cause. Paul M. Smith is vice-president of litigation and strategy for the Campaign Legal Center, where he works on voting-rights law.
