In February 2016, a Federal district court ruled that two congressional districts in North Carolina were drawn in a manner that unconstitutionally disadvantaged a racial minority. The court gave the State legislature’s redistricting committee chairmen, Senator Robert Rucho and Representative David Lewis, two weeks to draw new maps. With the help of Dr. Thomas Hofeller, a legislative map-drawing expert, the North Carolina Legislature adopted a new plan that ensured a Republican advantage in the State’s congressional delegation but did not use the race of voters as a factor.
