Michelle O’Connor-Ratcliff and T.J. Zane, Petitioners
When Michelle O’Connor-Ratcliff and T.J. Zane were both campaigning for school district board seats in Poway, California, in 2014, they created public pages on the social media site Facebook to promote their candidacies. After they won their elections, they regularly used those pages to publicize their activities as board members. O’Connor-Ratcliff would later create an account on the social media site Twitter for similar reasons. In 2017, O’Connor-Ratcliff and Zane blocked Christopher and Kimberly Garnier, two parents who had children in the school district, from their social media accounts. They claimed the two were excessively posting harassing and abusive messages….
