Followingthe attacks of September 11, 2001, the Federal Government began a massiveinvestigation to determine the identity of the terrorist conspirators andprevent additional bloodshed. As part of the government’s response, the FederalBureau of Investigation (FBI) arrested more than 750 alien suspects whohad violated immigration laws and detained them until they could be cleared ofsuspicion.             Oneof the individuals held by the FBI was Javaid Iqbal,a Pakistani national who was married to a U.S. citizen and worked in New Yorkas a cable television installer.
