Representative Blumenauer, of the Third District of Oregon, was first elected to the U.S. House of Representatives in 1996. He served in the Oregon House of Representatives from 1972 to 1978, on the Multnomah (Oregon) County Commission from 1978 to 1986, and on the Portland City Council from 1986 to 1996.
