Representative Smith, of the Fourth District of New Jersey, was first elected to the U.S. House of Representatives in 1980. Prior to running for Congress, he managed a wholesale sporting goods business (1975 to 1976) and was Executive Director of the New Jersey Right to Life Committee. He sits on the Foreign Affairs Committee, where he chairs the Subcommittee on Africa, Global Health, and Human Rights; and he cochairs the Commission on Security and Cooperation in Europe and the Congressional-Executive Commission on China.
