French, Counsel of RecordIn 1995, the Ohio State Assembly responded to a financial crisis in the Cleveland public schools by passing the Pilot Project Scholarship Program, which created scholarships — or vouchers — that lower-income parents in troubled school districts could use to pay for the private school education of their children. In January 1996, a group of citizens sued the State of Ohio and two of its school officials to block the law.
