In 2023, the Hawaii legislature enacted Act 52, which revised the state’s gun laws to reflect the previous year’s Supreme Court decision upholding an individual’s constitutional right to possess handguns outside the home. Among the provisions of the act is a requirement that anyone who brings a firearm onto private property must obtain permission to do so from the “owner, lessee, operator, or manager of the property.” A group of Hawaiian gun owners, along with a gun rights group, filed suit, challenging the constitutionality of the law.
