In 2022, the U.S. Supreme Court issued a decision ruling that the U.S. Constitution guarantees a right to possess a handgun outside the home for self-defense. The following year, the state of Hawaii enacted a law clarifying its handgun licensing requirements and requiring individuals to have “express permission” before they bring concealed firearms onto private property.
