The following is excerpted from the Reply Brief of the Petitioners as submitted to the U.S. Supreme Court on Jan. 9, 2026. Bruen holds that “the Second Amendment guarantees a general right to public carry.” Through the enactment of its default rule, Hawaii has effectively destroyed that right.
