The following is excerpted from the Reply Brief of the Petitioners as submitted to the U.S. Supreme Court on Jan. 9, 2026. Bruen holds that “the Second Amendment guarantees a general right to public carry.” Through the enactment of its default rule, Hawaii has effectively destroyed that right. That broad prohibitory regime cannot be justified under this nation’s historical tradition and the “balance struck by the founding generation,” as required by Bruen and Rahimi.
