Conference Report Summary

The Individuals with Disabilities Education Improvement Act (H.R. 1350), authored in the U.S. House by Representative Mike Castle (DE-R), builds on the bipartisan education reforms in the No Child Left Behind Act, which gives important new educational opportunities to students with disabilities. At the foundation of the bill are the findings of President Bush’s Commission on Excellence in Special Education, which in 2002 called for special education reform based on paperwork reduction, early intervention, parental choice, and academic results for students.
