Washington Policy and Analysis is an international energy consulting firm that provides business intelligence, government policy advice, and analysis to utility companies whose businesses are affected by U.S. Energy policies. William F. Martin cofounded WPA with Scott Campbell in 1988. He is a former Deputy Secretary of Energy and Executive Secretary of the National Security Council. During the second oil crisis, Mr. Martin was Special Assistant to the Executive Director of the International Energy Agency in Paris, France.
