Rep. Eric Burlison (R-Mo.) introduced an act on Jan. 24 that would define life as beginning at conception, giving fertilized eggs and embryos full legal protection under law and laying the groundwork for a federal abortion ban. The Life at Conception Act (H.R. 722) could be interpreted as making abortion murder under the law, though the bill does stipulate that women could “not be prosecuted for the death of her unborn child,” presumably referring to miscarriage.
