Is the message displayed on a license plate the speech of the individual who owns the registered vehicle or of the State that does the registration? That’s the question the U.S. Supreme Court is considering this term in the case of Walker v. Texas Division of the Sons of Confederate Veterans. At issue is a State of Texas program that allows groups and even individuals to design their own license plates.
