1998 NAEP Report Card

In 1998, the National Assessment of Education Progress (NAEP)conducted a national reading assessment of fourth-, eighth-, andtwelfth-grade students, and a State-by-State reading assessmentof fourth- and eighth-grade students. The resulting report comparesstudents’ performances in 1998 to those in 1994 and 1992. Students’performance on the assessment is described in terms of their averagescore on a 0-500 scale and in three achievement levels: Basic,Proficient, and Advanced.
