July 2008 — TransCanada Corporation announces plans to expand its existing 590,000 bpd Keystone oil pipeline system to the Gulf Coast. September 2008 — TransCanada files an application with the U.S. State Department for a presidential cross-border permit allowing construction of the project. October 2010 — Secretary of State Hillary Clinton says that the Obama Administration is “inclined” to approve the pipeline.
