Representative Cardin, of the Third District of Maryland, was first elected to the U.S. House of Representatives in 1986. From 1966 to 1986, he served in the Maryland House of Delegates, where he was Speaker from 1979 to 1986. He sits on the Ways and Means Committee and is the Ranking Minority Member of the Human Resources Subcommittee.
