R. Ted Cruz, Counsel of Record On October 11, 1994, a judge in the State of Texas sentenced José Medellín to death for the capital murder of two teenagers. Three years later, Medellín appealed his conviction and sentence on the basis that, as a Mexican citizen, he had not been informed of his right under the Vienna Convention to contact the Mexican Embassy following his arrest.
