The Senate, fulfilling its constitutional duty to provide "advice and consent" on the nomination, held committee hearings and floor debate prior to a confirmation vote. John Kerry has been a U.S. senator since 1984. Prior to that, he was lieutenant governor of Massachusetts. In 2004, he ran for president on the Democratic ticket, losing to President Bush.
