On July 23, 2007, Xavier Alvarez, an elected member of the Board of Directors of the Three Valley Water District in Southern California, falsely claimed during a public board meeting that he was a retired U.S. Marine who had been wounded in action and awarded the Congressional Medal of Honor in 1987. Someone forwarded a tape of the meeting to the Federal Bureau of Investigation, which charged Alvarez with violating the Stolen Valor Act, which makes it a Federal misdemeanor to falsely claim to have been awarded military decorations.
