Max Renea Hicks, Counsel of RecordTravis County, Texas, was one of the areas most directly affected by the congressional redistricting plan passed by the Texas Legislature in 2003. The county went from being unified under one Member of Congress to being divided among three Members. Shortly after the redistricting plan passed, Travis County joined the city of Austin and 59 other organizations, politicians, and Texas voters in a consolidated lawsuit challenging the constitutionality of both the redistricting plan and the manner in which it was passed.
