Representative Hoyer, of the Fifth District of Maryland, was first elected to the U.S. House of Representatives in 1981. He served in the Maryland Senate from 1966 to 1978, where he was President from 1976 to 1978. He was on the Maryland Board of Higher Education from 1978 to 1981. He is the House Majority Leader.
