In November 1993, 12-year-old Polly Klaus was abducted from her California home and murdered by Richard Allan Davis, who had twice been convicted of kidnapping and was on parole after only eight years in prison following his second conviction.The Klaus murder caused an uproar throughout California against what was perceived as rampant crime and the failure of the State’s justice system to keep dangerous criminals behind bars.
