Over the years, Members of Congress have agreed on the overallU.S. objective of helping to bring democracy to Cuba — butnot on how to achieve that objective. Some advocate keeping maximumpressure on the Cuban government to enact reforms. Others favorlifting some economic sanctions that they believe are hurtingthe Cuban people. Still others call for normalization of U.S.-Cubanrelations by lifting the U.S. embargo altogether.In the 104th Congress (1995 and 1996), attention focused on the Cuban Liberty and Democratic Solidarity Act (PL 104-114), which was enacted in the aftermath of the downing by Cuba of two U.S. Civilian planes in February 1996….
