William J. Durch recently served as project director of the Panel on UN Peace Operations, a comprehensive study of the United Nations’ engagement in peace- and security-related field missions, at the request of the Office of the Secretary General of the UN. He is former assistant director of the Defense and Arms Control Studies Program, Massachusetts Institute of Technology. Founded in 1989, the Henry L.
