Thomas J. Josefiak, Counsel of Record The Republican National Committee (RNC) is an unincorporated association that represents the National Republican Party and actively and extensively participates in campaigns and elections in all 50 States. Thomas J. Josefiak is a chief counsel for the RNC and a former chair of the Federal Election Commission. He received his law degree from Georgetown University in 1974.
