In recent years, terrorism has been primarily viewed as an international and foreign policy issue. Numerous acts of state-sponsored terrorists and of foreign-based groups have given support to this notion. While U.S. policies, citizens, and interests are prime targets for international terrorism — in 2000 approximately 47 percent of all terrorist incidents worldwide were committed against U.S. citizens or property, according to the U.S. Department of State — the vast majority of those acts took place on foreign soil.
