The parties all have developed individualized welfare programs under TANF, some with residency limits similar to California’s. John G. Knorr III is the Chief Deputy Attorney General of Pennsylvania and works in the State’s Appellate Litigation Section. He is a 1975 graduate of Yale Law School.
