Cuba has one of the lowest AIDS rates in the world, although the nation received criticism for its practice of mandatory testing and quarantining during the early years of the outbreak. In 2001, Cuba began domestically producing generic versions of antiretroviral drugs for use by its own population. Carlos Lage Davila is Cuba’s Vice President of the Council of State.
