The issue of global climate change has become one of the central
environmental controversies of our time. Scientific evidence continues
to mount that the Earth is getting warmer, but activists, politicians,
and industry groups disagree on the seriousness of the problem, whether
it is caused by human activities, and whether proposed responses will
be effective.
Although many nations have taken steps to
regulate the emission of greenhouse gases, such as carbon dioxide
(CO2), suspected to be responsible for global warming, the United
