Foreword
After several weeks of intensive negotiations, the UN Security Council, on October 16, 2003, unanimously adopted a resolution outlining the roles of the United Nations, the U.S.-led Coalition Provisional Authority, and the interim Iraqi Governing Council in international efforts to bring peace and stability to Iraq.
