Under Secretary of State Paula Dobriansky

The United States of America became an Annex I party to the UNFCCC on March 21, 1994. It signed the Kyoto Protocol on November 12, 1998, but has not ratified it. Paula Dobriansky has served as Under Secretary of State for Democracy and Global Affairs since July 29, 2005. Prior to that she was a senior vice president of the Council on Foreign Relations.
