Richard Boucher has served as the Assistant Secretary of State for South and Central Asian Affairs since February 2006. The following is excerpted from his December 6, 2007, testimony before the Senate Committee on Foreign Relations’ Subcommittee on International Development and Foreign Assistance, Economic Affairs, and International Environmental Protection.
