Based on information from the Department of Justice (DOJ), the Congressional Budget Office (CBO) estimates that implementing S. 968 would cost $47 million over the 2012–2016 period, assuming appropriation of the necessary funds. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.
