On August 22, 2009, David Leon Riley was pulled over by San Diego police officer Charles Dunnigan for having expired tags on his car. The officer then learned Riley was driving on a suspended license, so he impounded the vehicle. At that point, the police searched the car and discovered it contained unregistered firearms. Police then arrested Riley, searched him, and took the cellphone he found in his pocket.
