On November 20, 2014, President Barack Obama announced that congressional inaction on immigration reform had led him to take unilateral steps. He explained that he would be expanding a June 2012 program that suspended deportation proceedings and granted work permits to undocumented immigrants who had entered the United States as children. Now, he said, he would also provide the opportunity to around 4 million undocumented parents of U.S. citizens and lawful permanent residents.
