Foreword
The term “school choice” describes an array of programs that offer K–12 students and their families alternatives to the public schools they are assigned to by the location of their residence. The goal is to give parents more control over their children’s education and learning environment. Although the school choice concept dates back to the 1950s, it only recently became a highly partisan issue.
