The city of Boulder, home to the University of Colorado and a popular outdoor activity destination, is located in the foothills of the Rocky Mountains near Denver. In April 2018, both the city and its surrounding county sued Suncor Energy, which operates the state’s two oil refineries, and ExxonMobil, America’s largest energy company, in state court.
