Representative Upton, of the Sixth District of Michigan, was first elected to the U.S. House of Representatives in 1986. He served as Project Coordinator for U.S. Representative David Stockman from 1975 to 1980 and as Legislative Assistant and then Legislative Affairs Director at the Office of Management and Budget from 1981 to 1985.
