Representative Gutierrez, of the Fourth District of Illinois, was first elected to the U.S. House of Representatives in 1992. He was a teacher in Puerto Rico from 1977 to 1979, a social worker with the Chicago Department of Children and Family Services from 1979 to 1983, an Advisor to Chicago Mayor Harold Washington from 1984 to 1986, and a Chicago City Alderman from 1986 to 1992.
