The September 11th terrorist attacks increased government awareness of the inadequacies of its information- gathering techniques, its information technology, and its information holdings. To remedy this situation, various Federal agencies are addressing issues that may have a direct bearing on the balance between the government’s need for information and an individual’s expectation of privacy.
