Recent Action on Voting Systems
In 2002, in response to the contested race for President in 2000 and the ballot problems in Florida, Congress passed the Help America Vote Act. The Act required the States to meet certain standards for voting equipment and election administration by 2006 and established a new Federal agency, the Office of Election Administration, to carry out grant programs, provide for testing and certification of voting systems, study election issues, and issue voluntary guidelines for voting systems.The Act resulted in the increased use in many States and localities of direct recording electronic voting systems (DREs), in which all votes are registered…
